Luthuli,15 km from Hibberdene.This area is rural area and is characterised by traditional and informal housing.The population of the area is 15,123.There is a high proportion of children in this rural area as the adults have migrated to the cities in search of employment. It is estimated at 3,120 of the children are orphaned and vulnerable.The unemployment rate in the community is very high with,80% reportedly unemployed most adults earn slight incomes through temporary employment in housing scheme (earning roughly R400 per month) and through social welfare grants such as pensions.
